Added extent checking for the tracker

Detection and cost sources determine the exact form of the extent checks and associated cost,
however the general implementation allows prefix paths if it appears that an object is leaving
the extents.  A further improvement would be to set up a phantom point in predicted direction
and allow that path to compete with the rest of the discovered paths.
